Huurtoeslag: do you qualify for housing benefit?

Who qualifies for huurtoeslag, why most student rooms are ruled out, how much of your rent actually counts, and how to claim it without owing money back.

The short version

  • Huurtoeslag is a monthly government contribution towards your rent, paid by Dienst Toeslagen. You claim it yourself with a DigiD. Nothing arrives automatically.
  • The condition that rules most students out is the home, not the money. A room in a shared student house is almost never self-contained enough to qualify.
  • From 2026 your rent can no longer be too high to qualify. The benefit is worked out on at most €932.93 a month, or €498.20 if you are under 21.
  • Everyone registered at your address counts. Their income and their savings go into the same calculation as yours.

Huurtoeslag, housing benefit, is one of the few pieces of Dutch admin that pays you instead of costing you. Plenty of people who qualify never claim it. Plenty of people who do claim it are quietly accruing a bill that arrives long after the year it relates to.

Both of those come down to the same thing: which conditions get tested, and when. Here is who qualifies in 2026, how much of your rent actually counts, and what to do so the money stays yours.

Do you qualify for huurtoeslag?

Dienst Toeslagen, the benefits arm of the Belastingdienst, publishes the conditions as one list. You have to be at least 18, rent a self-contained home, have a tenancy agreement with your landlord, and pay the rent in a way you can prove with bank statements. You and everyone else living there have to be registered at that address with your gemeente, your local municipality. You have to live in the Netherlands, and neither a co-resident nor a benefit partner of yours can be the owner of the place.

Two conditions test money rather than paperwork. Your income and your savings, plus those of anyone else registered at the address, must not be too high. Savings have a published limit you can check against. Income does not, and both are covered further down.

You do not need Dutch nationality. You do need lawful residence, and Dienst Toeslagen words it precisely: a valid residence status that entitles you to benefits. It says the same thing to EU, EEA and Swiss citizens as to everyone else. Your gemeente reports that status, so you send nothing in. If your residence permit is close to expiring, apply for the extension before it lapses, because your entitlement lapses with it.

Your home has to be self-contained

This is the condition that settles it for most people reading this, and it has nothing to do with what you earn.

A self-contained home (zelfstandige woonruimte) has, at minimum, your own living or bedroom, your own kitchen with a sink and running water and drainage, your own toilet with a flush, your own front door that locks from both the inside and the outside, and, since 1 March 2024, your own shower or bath. Share the kitchen and you are out. Share the shower and you are out.

A studio or a flat clears that. A room in a student house with a kitchen down the corridor does not, and Dienst Toeslagen says so on its own student page: you can only get huurtoeslag if you live in a self-contained home, and if you live in a room, usually you do not.

Renting a whole self-contained place with friends works differently. The tenancy names one person, that person applies, and the benefit is calculated for the household rather than per room. Houseboats never qualify, and a holiday home only does if it is licensed for permanent residence.

How much of your rent counts

Something changed in 2026, and it is the reason to re-check this even if you have been turned down before.

Rent above the ceiling used to rule you out entirely. It no longer does. Dienst Toeslagen now works the benefit out on your rent up to €932.93 a month and disregards anything above that, so a high rent means a smaller benefit rather than none.

Under 21 the calculation uses €498.20 instead. That age limit came down in 2026, which moved a band of tenants onto the full figure. Where you share with people older than you, which of the two applies depends on the household, so run the test calculation rather than assuming.

The rent that counts is the kale huur, the bare rent, with no service costs, gas, water or electricity in it. Some service charges used to be added on top. From 2026 none are, so the figure the calculation starts from is lower than it was for the same tenancy.

The English condition list on the Dienst Toeslagen site still carries "your rent is not too high". Its own rent thresholds page contradicts it, and so do the Dutch conditions page and Rijksoverheid. If the English page is what you found, check the Dutch one before you conclude you are out.

Income, savings, and your housemates

There is no income ceiling to look up. Dienst Toeslagen states that how high your income may be depends on your rent, your age and who else lives with you, and that it is different for everybody. The only honest answer is to run the official proefberekening, its test calculation, with your own numbers.

Savings do have a hard line, and it is tested on a single date. On 1 January of the benefit year you may hold no more than €38,479, or €76,958 together with a benefit partner (toeslagpartner). Each co-resident is held to the single figure as well.

Then the part that catches shared houses. Everyone registered at your address with the gemeente counts as a co-resident (medebewoner), and their income and savings feed into your calculation. Subtenants are outside it, and so is someone using the address only for post. A housemate on a full salary can wipe out your benefit even though they pay their own rent from their own account.

One piece of relief if you are a student. Student finance under the WSF, so the DUO basic grant, the supplementary grant and the loan, sits on the list of income that does not count towards your toetsingsinkomen, the income figure toeslagen are tested against. How to apply, and by when

You apply online through Mijn toeslagen with your DigiD. Have your tenancy agreement and any letters from your landlord next to you, because you enter the rent yourself, along with an estimate of what you will earn across the year.

A claim for a benefit year stays open until 31 December of the following year, and longer if you have an extension for your tax return. For a year already running, that means you can go back and pick up months you have already paid rent for. It also means a whole year can quietly expire while you wait to feel settled.

Payment arrives around the 20th of each month, into the account you gave Dienst Toeslagen. Every payment is an advance against a calculation nobody can finish until the year is over.

Why people end up paying it back

Your benefit is worked out from an estimate of your income, which is a number you guessed in advance. After the year closes, Dienst Toeslagen runs a final calculation against what you actually earned. Too much paid out and you repay the difference. Too little and the balance arrives in one go.

That is why the 4-week rule matters more than it sounds. Anything affecting the amount, a pay rise, a new job, a rent increase, someone moving in, has to be reported within 4 weeks. Each month you leave it is another month of overpayment.

Savings are the other one, because that test bites on one date rather than across the year. A transfer from family sitting in your account on 1 January can cost you the entitlement for that year even if it was gone again within weeks.

If you stop qualifying, stop the benefit yourself rather than waiting to be corrected. Moving out, a partner moving in, or a home that stops being self-contained all end the entitlement from that point. Months paid after it come back out of your pocket.

Common questions

Can I get huurtoeslag for a student room?
Usually not, and it is the home rather than your income that decides it. Huurtoeslag needs a self-contained home: your own front door that locks from both sides, your own kitchen, your own toilet, and since 1 March 2024 your own shower or bath. A room with a shared kitchen down the corridor fails that test. There is one exception worth chasing. Rooms in buildings approved for huurtoeslag before 1 July 1997 still qualify, and the approval belongs to the building rather than to you, so ask your landlord or housing corporation before you assume the answer is no.
My rent is above the huurtoeslag limit. Am I out?
Not since 2026. A rent that is too high no longer blocks the claim. Does my DUO student finance count as income?
No. Student finance under the Wet studiefinanciering, which covers the basic grant, the supplementary grant and the loan, sits on the list of income that does not count towards your toetsingsinkomen. Your toetsingsinkomen is the verzamelinkomen from your income tax assessment, or your taxable wage if you do not file a return. Wages from a side job do count towards it.

How far back can I claim huurtoeslag?
